A temporary buydown uses funds to subsidize the borrower’s payments for a defined period. Fannie Mae’s guidance states that the mortgage documents reflect the permanent terms and that a temporary plan does not change the mortgage note. A reduced initial out-of-pocket payment should not be presented as a permanent reduction in the note rate.
Under the cited Fannie Mae guidance, qualification is based on the note rate without the bought-down rate. Ask the lender how the selected program applies. Review the full housing payment, including applicable taxes, insurance and other charges, after the temporary benefit ends.
Show the buyer the duration of the benefit, who funds it, the payment schedule and the permanent loan terms. Ask the lender to review the incentive structure before it is advertised or added to a contract. Avoid presenting a reduced initial payment by itself without the associated terms and required disclosures.
What alternatives are available? How does the offer compare with a price reduction or other eligible concession? What happens to unused buydown funds if the loan is paid off early? Ask for the written agreement. Do not base affordability on an assumed refinance before the subsidy ends; a future loan is not guaranteed.
